How to hire Ukrainian refugees in Romania

Who has the right to be employed in Romania?

Ukrainian citizens who obtained the Temporary protection permit have the right to be employed in Romania. Ukrainian citizens who want to work in our country do not currently need a work visa.

What is a Temporary protection permit?

The Temporary protection permit is a document issued by the General Inspectorate for Immigration which gives Ukrainian refugees the right to stay in Romania for a period of 12 months, with the possibility of extension, but also the right to be employed, to use medical services or to enrol in one of the educational institutions.

How does the Temporary protection permit help to employ a refugee?

Ukrainian citizens who have requested the form of temporary protection have the right to be employed under the same conditions as a Romanian citizen. The Temporary protection permit contains information such as Romanian CNP, name, surname, date of birth, citizenship, date of issue of the document. 

With this information the employment process can be done as with a Romanian employee.

How do Ukrainians prove that they have experience in the field?

For Ukrainian citizens who do not have documents proving professional qualification, a self-responsible declaration attesting to previous experience is required. Employment in these cases can only be done for a period of 12 months, with the possibility of further extension for periods of 6 months, for a maximum of one year.

Useful information for employers

In order to hire an Ukrainian citizen, in addition to the documents required for hiring Romanian citizens, you will also need:

  • A copy of the temporary protection permit
  • A copy of the passport
  • A self-responsible declaration attesting to previous experience and the absence of a criminal record

The declaration should be signed in two copies, which you can download in Romanian and Ukrainian.

Registration of the employment contract for an Ukrainian citizen in General Register of Employees (Revisal) is done in the same way as for a Romanian citizen, based on the CNP received on the Temporary protection permit. Read the guide for registering Ukrainian citizen employees in Revisal.

Within 10 days from employment, the employer must notify the General Inspectorate for Immigration. The announcement is done personally by submitting the employee file containing:

  • Print screen from Revisal containing the employee report
  • Print screen from Reges (after the employment is registered)
  • A certificate signed by the employer certifying the employment 
  • Copy of the employment contract
  • Copy of the passport
  • Copy of the Temporary protection permit
  • Request for file registration (no standard model)

 

In the event of employment termination, the employer is again obliged to notify the General Inspectorate for Immigration and submit:

  • Resignation document, signed
  • Print screen from Revisal containing the employee report
  • Print screen from Reges (after contract termination)
  • Request for file registration (no standard model)
